owner, another less intense zoning district classification; including procedural provisions; and providing an effective date, and consider approval of Ordinance 2021-94, on the first of two readings.

No, the code allows 5 stories.

In the past Council has approved ordinances with a delayed effective date to allow restrictive covenants be recorded. If this occurred, staff would delay second reading in order to work with the applicant.
