Consider approval of Resolution 2023-132R, approving an Interlocal Agreement with the Capital Area Council of Governments (CAPCOG) related to a grant for Household Hazardous Waste Drop Off facility equipment in the amount of $25,000.00 with a match of $25,000.00 of City funds; and declaring an effective date.

Please explain exactly what equipment we need for $50,000 that will "help process the paint faster in an environmental and safe manner" and exactly what it does.
Depending on the answer, I may need to pull this so that staff can explain this to the public.

Currently we manually open each paint can (1 gal or 5 gal) into a 55 gallon drum by putting it upside down to empty into the drum then use a large plastic or wooden spatula to scrap the rest out. This process saves on disposal costs because the contractor doesn’t have to.

This piece of equipment will puncture and compress the paint out of the can into the 55-gal drum and expel the can into a trash container. The process is faster and the piece of equipment has an exhaust to handle the fumes. This equipment also does aerosol cans.

This is an explosion proof multipurpose aerosol can, paint can and oil filter crusher. The vapor collection system captures VOCs, propellants and vapors from the crushing chamber. It pierces, empties, crushes and ejects up to 180 containers per hour.
