Receive a Staff presentation and hold a Public Hearing to consider comments for or
against Ordinance 2021-02, amending the Official Zoning Map of the City in Case No.
ZC-20-22 by rezoning approximately 72.85 acres of land located on Harris Hill Road,
approximately one-half mile south of Yarrington Road; from “FD” Future Development
District to “MH” Manufactured Home District; including procedural provision; and providing
an effective date; and consider approval of Ordinance 2021-02, on the first of two
readings.

I should have asked this last time...is there an estimate of the emergency response time (Fire, PD) after FM 110 is built?
I see response times provided by the applicant in their memo by one of our GIS analysts. Is this something we often do?

In the packet, under Comments from Other Departments - Police and Fire had no comments. Do they since our Jan 5 discussion?

Response from Fire Chief:
The response time information provided by the applicant is something we worked with them to provide. That is best-case scenario, based on our current fire station locations and existing roadway network. That is not something we routinely provide to applicants, but in this case we were exploring the feasibility of locating a future fire station within their proposed development. In the end, it was not a good fit for us, but we did allow the applicant to keep and use the information we provided.

The construction of FM 110 would not significantly impact/improve response times to the described tract. The addition of a fire station in that area would positively impact response times. As Chief Standridge indicated there are a lot of variables, but the short answer, especially with more roof-tops and Amazon coming online soon, is we need a fire station on the north end of town, sooner rather than later.

Response from Police Chief:
I have always exercised caution when discussing police response times. There is a great amount of evidence-based research that suggests response times have little impact on police effectiveness. The better predictor of effective police services revolves around community engagement and trust. No surprise there.

Additionally, officers operate out of 6 Patrol districts, and they are mobile within each district. Response times will always vary since they do not respond / stage out of a single location, like the Fire Department does with fire stations.
