Receive a Staff presentation and Hold a Public Hearing to receive comments for or against Ordinance 2022-17, adopting Youth Programs Standards of Care for 2022; providing a severability clause; providing for the repeal of any conflicting provision; declaring an effective date; and consider approval of Ordinance 2022-17, on the first of two readings.

We have made some changes in the last few years. Are there any changes proposed by staff from our final revisions last year? I don't see any changes marked.

V. STAFFING
A. Program Coordinator-Job Descriptions and Essential Job Functions - and same for Asst Dir
5. Required to do Community Services - exactly what are the "community services?"
The Program Site Supervisor and Activity Leader positions are required to do community OUTREACH instead. ???
"D. Participant Pick Up & Drop Off
8. Participants may be signed out by a custodial parent, unless court paperwork is given to Program Staff. " I suggest adding "specifying different conditions."
"10. If an Authorized Person attempts to pick up a Participant while appearing intoxicated, staff will ask if there is another person who can pick up the Participant. "
And if the response is "no" what happens then?

V. STAFFING
A. Program Coordinator-Job Descriptions and Essential Job Functions - and same for Asst Dir The Program Coordinator is to handle our administrative tasks which include scheduling, conducting parent and child counseling, monitoring staff, etc. Because of the volume of children and how we are spread out, the Assistant Program Coordinator serves as an additional person that can handle these duties when the Program Coordinator is dedicated to another task (example: the Program Coordinator is at the Parks office conducting a disciplinary child/parent meeting, meanwhile: the group on campus is preparing to take a field trip and the bus does not show up. The Assistant would handle these sorts of tasks in their absence.)

5. Required to do Community Services - exactly what are the "community services?"
The Program Site Supervisor and Activity Leader positions are required to do community OUTREACH instead. ??? This has been removed. It was actually a requirement under an old job description when the ARF was created for this item. Since then, we have updated the job description and no longer have this as a requirement. Staff provided a red-lined version to City Clerk’s office.

Staff interprets item 8 to provide custodial parents the right to sign out participants, unless a court document provided to Program Staff states otherwise. If the Mayor’s intent is to better clarify this language by adding “specifying different conditions” then an amendment may be in order that reads: Participants may be signed out by a custodial parent, unless court paperwork specifying different conditions is given to Program Staff.

My point was that "unless court paperwork" doesn't tell us anything. "Court paperwork" that specifies what? Yes, we need clarification but I was open to anything. My wording isn't great, but we can go with it.

We may need to have legal weigh in on this, but by leaving this broad it leaves the specific conditions open. Staff is not opposed to an amendment.

And if the response is "no" what happens then? Seasonal staff are trained to call a full-time Parks & Recreation staff member when they are needing direction. Depending on the circumstances of the situation, our full time staff will determine the next steps. Staff is empowered to make executive decisions such as calling the police when they feel a child is in immediate danger.

My point wasn't to explain to ME what they will do. The point is that the POLICY doesn't state what they are supposed to do. The process above is fine. But something should be in the document to address this. The document addresses pretty much everything else so why have a procedure but not include it in the policy?


Staff will be available to answer questions and discuss possible amendments to this section. If you would like to include the process above as the amendment that would address your concerns.
