Consider approval of Resolution 2022-250R, adopting Guiding Principles for the City’s 2023 Federal and State Legislative Action Program; and declaring an effective date.

Add section for housing:
-Address our listing in the Austin Area Median Income as it relates to LIHTC projects
-Address title insurance requirements for newer homes that should start with clean titles
-Address funding needs for transitional housing, continuum of care, and case management

Add section for Public Safety:
-Address impact of "constitutional carry" on violent crime
-Police accountability and access to records
-Abortion rights
"Laws restricting women’s access to reproductive care and abortion can place women at further risk, since control over a woman’s reproductive choices often plays a role in intimate partner violence, Lawn said in an October 20 U.S. News & World Report article. Lenient firearms legislation can also increase the risk. "

Add to Preemption section:
-Charge vacant property owners a registration fee, as well as a rate for police/fire/ems responses to their buildings
-Addressing TXST and other University regulations that keep us from charging them for Fire response, wastewater, taxes, etc.
-Can Ban

Economic Development:
-Remove SMART terminal, which is now trying to expand to become a 2,000 acre HI development as opposed to it's original 900ish acres....
-Add the need for sustainable development which prioritizes a reduction of fossil fuel usage
