Consider approval of Resolution 2024-42R, approving funding agreements with Southside Community Center in the amount of $50,000.00 from funds received by the City of San Marcos under the American Rescue Plan for the purpose of establishing an implementation plan for recommendations provided by the Comprehensive Needs Assessment Study and Recommendations on Homelessness to support the recovery of the community; authorizing the City Manager, or her designee, to execute said agreements and any necessary documents on behalf of the city; and declaring an effective date.

How many case managers are at SSCC?
How will this be measured?
What do we receive from SSCC to report back on how ARPA dollars were spent? Do we know any details on this? "No later than December 31, 2024, Recipient will provide to the City a comprehensive accounting of expenditures made with CSLFR funds." Page 2 of the agreement.
Will that report be sent to the council?
Why is this not a reimbursement type of funding?

How many case managers are at SSCC? They have one full time and one part time case manager.
How will this be measured? The deliverable attached to this funding is a complete implementation plan with concrete and measurable outcomes, a defined timeline, and a project budget that will guide the expending of roughly $800k of ARPA funding currently allocated toward implementing the homelessness reduction plan in accordance with Dr. Marbut’s recommendations. Deliverables and measurables will be part of what they bring back with the final plan.
What do we receive from SSCC to report back on how ARPA dollars were spent? Do we know any details on this? "No later than December 31, 2024, Recipient will provide to the City a comprehensive accounting of expenditures made with CSLFR funds." Page 2 of the agreement. See above. The last part of this is standard language we have included in other agreements, but this funding is essentially funding two part-time positions to get the implementation plan written. One of these prospective employees worked under Dr. Marbut at Haven for Hope.
Will that report be sent to the council? We will be brining the proposal back to Council.
Why is this not a reimbursement type of funding? Because the funding will be used to fund the two positions mentioned and Southside did not budget for these positions.
