Receive a Staff presentation and hold a Public Hearing to receive comments for or against Substantial Amendment Number 2 to the Community Development Block Grant Mitigation (CDBG-MIT) Action Plan designating one new project and re-allocating project funding.

Land Preservation Category: ....– Land to be selected by engineers through a ranking matrix.
At what point in time will the council be advised of which parcels of land are selected?
Who are the "engineers?" Staff engineers? Contracted firm engineers?

We have a new category of Public Space Acquisition. Cost is $1,749,600. Slide 3
And we are adding funding for construction, $250,000 plus $1,100,000 total $1,350,000. Slide 6
And adding funding for the Riverine project in the amount of $1,500,000, Slide 9
Total is $4,599,600 for new items?

So which project(s) is(are) receiving less funding?

For this:
Land Preservation Category: ....– Land to be selected by engineers through a ranking matrix.
At what point in time will the council be advised of which parcels of land are selected?
Who are the "engineers?" Staff engineers? Contracted firm engineers?
The purpose of the land acquisition is to deter development to preserve land for flood mitigation and water quality. Therefore, the prioritization of land for acquisition will be a technical decision made by staff engineers. They will use a matrix of considerations to rank land for acquisition, in consultation with other departments, to identify the final priority for acquisition. Then the proposed acquisitions will come before Council in the typical property acquisition process: 1) staff selects the property 2) an offer is made 3) if offer is agreed, then the acquisition goes to Council for approval.
