Consider approval of Resolution 2024-220R, awarding a contract to Economic and Planning Systems, Inc. in the amount of $449,974.00 to provide public-private partnership services and transaction advice to the city for developing a plan that may include revitalization of the Hopkins gateway entrance to San Marcos from IH-35 to North C.M. Allen Parkway, construction of a new City Hall, redesigning existing facilities and parkland around City Hall, and increasing safe multi-modal transportation around City Hall with environmental protections for the nearby San Marcos River; authorizing the City Manager, or her designee, to execute the agreement on behalf of the city; and declaring an effective date.

Why did staff recommend Economic & Planning Systems, Inc. over the other groups?

The staff evaluation committee believes the team brought together by Economic & Planning Systems, Inc. (EPS) rose above the other seven proposals by having the best experience of key personnel with projects of similar size and scope, prior firm experience, project approach, and personnel with positive community and stakeholder engagement experience. EPS is including the firms of Freese & Nichols, Inc. and McCann Adams Studio as subconsultants on this project.


Which of their projects was most impressive to staff?

The firms brought together by EPS have worked on numerous projects that demonstrate their ability to support the City of San Marcos through all steps of the public private partnership (P3) needed to revitalize the Hopkins Street corridor and build a new City Hall complex. Some of the most notable projects worked on by members of the team include the Mueller Airport Redevelopment and Colony Park Sustainable Community, both in Austin; the Bell District in Cedar Park, downtown plans in Pflugerville, Midlothian, and Brownwood; and providing technical assistance on the economic aspects of the San Marcos Comprehensive Plan.
