Consider approval of Resolution 2021-176R, approving the terms and conditions of an Interlocal Agreement between the City of San Marcos and Texas State University for, among other services, research for a needs assessment relating to homelessness in San Marcos, authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date.

4. Send online survey. I don't see social services that provide services to homeless residents. Given this list, one would think they would be included. Serious omission!
Nothing about working with/through our Homelessness Coalition.
6. Why would we only ask the SM Main Street Program about businesses affected by homeless residents? Why not the Chamber of Commerce? Serious omission!
8. Create a database of homeless service providers. Should start with our Homelessness Coalition.

Project Description: 2. I hope that SMISD is the San Marcos CISD. We actually did correct SMISD to SMCISD and added the LHC to the list of stakeholders. Somehow they signed the wrong final copy after agreeing to it. I missed that when it was uploaded. I’ve attached a word version and will ask the university to sign this one and will also ask Tammy to use this one on Tuesday night.

The wording about the downtown businesses wasn’t intended to be all-inclusive. The same is true for the social services that will be surveyed. In our meetings, we agreed that the City team would provide them with the complete list of stakeholders to be either met with our surveyed.
