Consider approval of Ordinance 2022‑62, on the first of two readings, amending Chapter 2, Article 3 ‑ Boards, Committees and Commissions, of the San Marcos City Code by amending Section 2.111 relating to the composition of the Neighborhood Commission; including procedural provisions; and providing an effective date.

In the ordinance shown in track changes, there is this:
"Eight members will be citizens who reside in sectors 1[lined out], 2, 3, 4, 5, 6, 7, 8[lined out] and 9 with an additional member for sectors 5 and 6, and a citizen from either sector 1 or 8 as previously established in San Marcos by the Horizons Master Plan."
Why would we not allow the sector 1 AND sector 8 representatives to be full members?
And the way this is written makes it sound like this is from the Horizons Master Plan which was created long before the Neighborhood Commission. Wouldn't the Horizons Plan just be referenced for the sector maps?
I don't see this addressed in this particular set of minutes. Was this determined previously?

When we changed the voting issue things had to be reworded. There should be a separate line added talking about 1 & 8
The current changes address the Apartment representative and gives all members full voting rights.
The Neighborhood Commission is currently reviewing its current boundaries along with future growth and will be adjusting sectors. That may take several meetings to flush out and they wanted to get these changes done now.
