Hold discussion regarding the Neighborhood Commission Recommendation Resolution 2024-02RR-NC, encouraging the Council to deny any future rent by the bed, or purpose-built student housing, to be constructed in the city; and provide direction to the City Manager.

The resolution references that it "agrees with the Views of the Tenant's Advocacy Group and their testimonials, states, and experiences that have been presented."
Please provide the information that the Neighborhood Commission received.

Members of the Tenants Advocacy Group (TAG) have spoken at citizen comments at two Neighborhood Commission meetings. The items that are consistent are;
  • Rent by the Bed models are predatory towards students.
  • Gave testimonials on issues
    • Apartments having students sign leases on new properties and the properties did not open on time and the apartment complex still demanded payments.
    • Apartments would not honor roommates and would move anyone in
  • There are enough apartment complexes that cater towards student housing and rent by the bed models. The rent by the bed apartments are not appropriate for non-student renters.

This issue was brought up due to the development proposal for the complex on Lindsey Street. The Neighborhood Commission has concerns regarding the impact that development would have on the neighborhood.
