Item 19: Amending Regulations and Standards - Trace Planned Development District

Receive a staff presentation and hold a public hearing to receive comments for or against Ordinance 2022-22, amending regulations and standards applicable within the Trace Planned Development District (PDD) consisting of approximately 417.63 acres of land generally located at 5818 South Old Bastrop Highway, to, among other things, update provisions concerning document illustrations, the zoning concept plan, public space,
circulation and connectivity, site design, architectural design, signage, and appendixes, including procedural provisions; and providing and effective date, and consider approval of Ordinance 2022-22 on the first of two readings.

Does this allow us to renegotiate other aspects of the PDD? For instance, as Mr. Prather has pointed out more of our "suburb style development" should have their own sustainability features to help them withstand future grid failures. Could we require they include more sustainable features to store water/reuse (purple pipe) for irrigation or solar panels and capacity to store their own energy?

Yes, when a PDD comes forward for amendment the entire document is open for discussion. The redlines being presented were requested by the developer and have been vetted by staff. If Council wishes to make additional amendments, it would be in the form of an amendment to the main motion on the floor with specific language and section references. These amendments, if approved could be incorporated between 1st and 2nd reading of the ordinance.
