Receive a Staff presentation and hold a Public Hearing to receive comments for or against Resolution 2024-125R, providing no objection to the submission of an application for Low Income Housing Tax Credits to the Texas Department of Housing and Community Affairs for the proposed “The Springs” multifamily housing project located east of the intersection of interstate Highway 35 and Aquarena Springs Drive and between Aquarena Springs Drive and Davis Lane; approving findings related to the application; imposing conditions for such non objection; authorizing the City Manager, or her designee, to execute said agreement and to submit and execute documents related to the application; authorizing the City Manager, or her designee, to execute an agreement providing for the owner of the project to make payments to the city in lieu of property taxes; and declaring an effective date; and consider approval of Resolution 2024-125R.

Some of the apartments along Aquarena Springs Drive in this area were flooded in May of 2015. Can someone provide info regarding this particular area - did this area flood? I see the notation about the CLOMR and the KImley-Horn letter. I would think that the apartments in this area, none of which are very old, would have been required to address this, yet they were flooded.

Is there a zoning change planned?

Regarding the Housing Policy Criteria Additional Considerations Overview items, #1 states "Per the enclosed Fire Station map, there are between 7-9
firefighters located within 8 minutes travel time of the site." What is the significance of the number of firefighters? Don't we usually note the closest station?

When will the LURA information be available?

Some of the apartments along Aquarena Springs Drive in this area were flooded in May of 2015. Can someone provide info regarding this particular area - did this area flood? I would think that the apartments in this area, none of which are very old, would have been required to address this, yet they were flooded.
Attached are the damage assessment map in that area and the criteria used to assess damage. To summarize, where the Multifamily in the area was flooded most buildings were identified as “affected” which means the units were still habitable.


Is there a zoning change planned? No, a Conditional Use Permit was approved by Planning and Zoning Commission to allow “loft apartments” in the General Commercial area

Regarding the Housing Policy Criteria Additional Considerations Overview items, #1 states "Per the enclosed Fire Station map, there are between 7-9
firefighters located within 8 minutes travel time of the site." What is the significance of the number of firefighters? Don't we usually note the closest station? Number of firefighters can be looked at like level of service – the more fire fighters, the better – and it is the measurement used in the “Community Risk Assessment, Standards of Cover” prepared in 2020 which is the source of the map in the packet. The nearest fire station to this site is Station 5.

When will the LURA information be available? After approval by TDHCA.
