Consider approval of Resolution 2024-67R, supporting the granting of Economic Development Incentives under Chapter 380 of the Texas Local Government Code for a grocery store development, such incentives to include property and sales tax abatements for up to 5 years from the Resolution adoption; and declaring an effective date.

Why isn't this done in a work session?

Notes on the New Braunfels store shows 120,000 sf store with 29,000 sf inline retail, car wash, fuel stations. So what most would call the actual store, enclosed by 4 walls is 29,000 square feet? And the rest is car wash and fuel? Or is the actual retail store 120,000 square feet?

Hays CAD shows, for the 641 E Hopkins Store, 383,999.00 and 13,443.00. I don't know if the 13,443.00 is the addition done a few years ago. It's hard to track on that page.

So if staff has Property and Sales Tax abatement of 100% in year 1, that's proposed for each?

Why isn't this done in a work session? The concept was discussed briefly with Council during a prior meeting and Council was supportive of bringing forward. We have provided and highlighted this includes a presentation for public awareness. The concept of attracting grocery store development had been briefly discussed by council in a previous meeting. Understanding that this is a priority for council, this incentive resolution is an attempt to provide an opportunity to weigh in on whether they want to use ED incentives to attract grocery retailers, and provide direction on what that would look like, while also giving staff the tools needed to pursue this kind of development.

The actual retail store is 120,000 sf and the 380 agreement required the construction of the additional supporting retail, plus the car wash and fuel station.

So if staff has Property and Sales Tax abatement of 100% in year 1, that's proposed for each? Yes, the percentage of proposed rebate are for both property and sales taxes.
