I saw the chart in the packet which is what generated the question. So which lines are TDS?
Assuming the 65 gallon cart, the 96 gallon cart and any additional carts.

Or more clearly asking which items of the increase are due to our contract and what are we deciding to increase on our own?
I have 3 carts. Trash (96 gallon), recycle, and green waste. Bill is currently $33.45, no breakdown on my bill.
Looks like I'll be paying $34.80 which is only $1.35 more than I'm paying now, but there is $1.91 increase in the above.
What will be my new charge?

Here is the basic break down on the TDS portion, please note that these rates do not include tax. Utility bills do reflect tax.
Residential:
There is an increase in the contract amount to TDS: $22.43 (FY2022) to $23.11 (FY2023) This is for the base service (1- trash cart, 1- recycle cart, and 1- green waste cart plus bulk pickups and community cleanups).
Our base rate to the customer for the TDS portion: $25.03 (FY2022) to $25.79 (FY2023). This covers admin of the contract as well. The base rate for the customer is: 1-65 trash cart, 1-96 recycle cart, and 1-96 green waste cart plus bulk pickups and community cleanups). We have a pay as you throw system (as requested in the many meetings of the Municipal Solid Waste Comprehensive Plan planning process). If a resident wants a larger cart (96 gal instead of the 65 gal) then they pay more. The difference is not paid to TDS, but kept in the Resource Recovery budget.
Base Rate: $28.80 (65 gal trash, 96 gal recycle, 96 gal green waste)
Upgrade trash: $33.80 (96 gal trash, 96 gal recycle, 96 gal green waste)
This includes more than TDS services.
Extra carts in the TDS contract are increased: $6.55 (FY2022) to $6.74 (FY2023). This is for any extra cart: trash, recycle or green waste.
Extra carts in the garbage rate: Trash- $7.34 (FY2022) to $10.27 (FY2023)
Recycle- $7.06 (FY2022) to $7.27 (FY2023) Residents can put out up to 3 cardboard boxes with loose recycle with their recycle cart for free.
Green Waste- $7.06 (FY2022) to $7.27 (FY2023) Residents can put out up to 12 paper yard bags with their green waste cart for free.
Multifamily:
There is an increase in the contract amount to TDS: $5.35 (FY2022) to $5.51 (FY2023). This is for on-site recycling and community cleanups.
The TDS portion of the Recycle Service rate charged: $5.91 (FY2022) to $6.09 (FY2023).
Surcharge: is going to TDS
There is a 3% increase on the contract: $0.63-residential; $0.16- multifamily.
TDS requested a 15% increase on the contract: $3.36- residential; $0.80- multifamily.
We are providing a $1.00 surcharge instead of the extra percent increase for this year. TDS waived the 3% in 2020 when COVID hit.
