Receive a staff presentation and hold a Public Hearing to receive comments for or against proposed Substantial Amendment No. 11 to reallocate project funding in the Community Development Block Grant-Disaster Recovery (CDBG-DR) Action Plan.

-What is the timeline for completion for this project? Since TXDOT is involved in a small portion of this project, when can we expect them to be ready to participate - are we "in line"?

-Single Family Owner Occupied Housing Reimbursement project was added June 4, 2019 when we finally found that we could indeed fund reimbursements after changes were made to HUD guidelines following maybe Sandy? What ever happened with that, how many qualified for reimbursements, how many applied. The last update I remember was a very low number of homeowners qualified and many had fatigue and didn’t apply after all these years.

RESPONSE FROM JACQUE THOMAS, SENIOR ENGINEER
: Phase 1 of the CDBG-DR funded Midtown Project is scheduled to bid for Construction November 2021. Ongoing coordination with TxDOT has occurred as part of the project designed improvements that occur in their ROW. TxDOT is on board with approval of the project to permit construction in their ROW, but is not participating with funding of Phase 1.

RESPONSE FROM CAROL GRIFFITH, HOUSING AND COMMUNITY DEVELOPMENT MANAGER:
The reimbursement program is anticipated to begin later this year. It requires having in place policies and procedures that conform to HUD guidelines and a contracted professional estimator to review the work done and confirm that costs on the request for payment are realistic. An RFP for the estimator is planned for publication this summer.
