Consider approval of Resolution 2022-151R, approving an Election Services Agreement with the Hays County Elections Administrator for the provision of Election Services for the City’s General Election to be held on November 8, 2022 and, if necessary, a Runoff Election to be held in accordance with State law; authorizing the City Manager, or her designee to execute the agreement on behalf of the City; and declaring an effective date.

How much are the election workers paid? Also, are all of them appointed? I notice that I tend to see the same poll workers every year, but sorta assumed that's because they are the folks that "have the time to do it", now I'm suspicious. Is there a way to check and see who we've paid to do this job in the past, and what the qualifications are to be "hired/appointed"?

Poll workers are paid $12/hr. for Early Voting and Judges are paid $12/hr. on Election Day, while clerks are paid $11/hr. on Election Day.

The Judge/Alt Judges are appointed by the Commissioners Court (on recommendation of the Hays County Election Board) for two year terms). Election Board meetings are held in July of each even-year. The County Election Board consists of: The Elections Administrator – Chair, the County Judge, the party of each party represented on the ballot (republican, democrat, libertarian and green party), and the Sheriff.

Because, we are a county that participates in the Countywide Polling Place Program (Vote Centers) there is no way to indicate what poll workers your particular entity has paid in the past. Under this program, each jurisdiction pays election costs allocated through a formula that distributes cost based on the jurisdictions voter registration population of the particular election measure on the ballot. That formula can be found in your Joint Election Agreement.

Sec. 32.051. GENERAL ELIGIBILITY REQUIREMENTS. (a) Except as provided by Subsection (b), to be eligible to serve as a judge of an election precinct, a person must:

(1) be a qualified voter of the precinct; and
(2) for a regular county election precinct for which an appointment is made by the commissioners court, satisfy any additional eligibility requirements prescribed by written order of the commissioners court.

Sec. 32.031. PRESIDING JUDGE TO APPOINT CLERKS. (a) The presiding judge for each election precinct shall appoint the election clerks to assist the judge in the conduct of an election at the polling place served by the judge.

(b) The appointment of an election clerk is for a single election only
