1. Corridor Concepts (Hopkins | SH 80) DEVELOPMENT PATTERNS • Defined urban gateway • Environmental design features • “Urban corridor” development Q: define that please? I "word searched" this phrase in our code and didn't find any mention or definition of it. In this context it is a transportation corridor with adjacent urban land use (higher density, walkability, better access to transit) versus a suburban (auto oriented) or rural land use.
2. Guadalupe Street Parcels Catalyst site - can staff add to this concept that whatever is built there will be built using the historical architecture of the Down Town Historic District as a guideline - more so than the standards we just adopted? If so this could be a catalyst for the designs in the downtown areas surrounding the square. This study is only a starting point for the City to consider as it moves forward.
3. City Government Plaza – Catalyst Site -
Scenario A – use the same site with commercial and townhomes and parking structure city hall surrounded by all of it
what is a Bio-Boulevard? Will parking for city hall, the townhomes and commercial all be located in D? How far is that from City Hall for people with disabilities or mobility issues? The term “bio-boulevard” is used to capture the sensitive location of Hopkins in relation to the San Marcos River and identify water quality considerations in its design. Townhouses would typically have parking/garage space for the residents. Access for ADA would be part of the detailed design considerations to make sure to address equitable access.
4. “MISSING MIDDLE” HOUSING • 1-2 bedroom townhomes • Focus on private space versus on-site amenities • Urban rental lofts • Open floor plan Q: When I think of missing middle housing, I think of families too not just young professionals, why are we limiting to 2 bedrooms only? I believe this is what the market demand was indicating for more urban locations. You can see the Medical Center site has a wider mix of housing types which can also address the missing middle. We will make sure the consultant touches upon this tonight.
5. Medical Center Catalyst Site - Can we consider offering lower rental rates that are sustained for a time ONLY for Mental Health Care Professionals? We are in desperate need of professionals in the field of mental health. New Braunfels is a location they gravitate towards - they don't choose SMTX, but they might if it helps with their over all financial goals/business plan. We NEED a "catalyst" for these types of professionals. This study is only a starting point for the City to consider as it moves forward.
