Consider approval of Resolution 2022-184R, approving the Terms and Conditions of an Interlocal Agreement between City of San Marcos and the San Marcos Consolidated Independent School District (SMCISD) relating to the provision of Officers to serve as School Resource Officers; authorizing the City Manager or her designee to execute the agreement on behalf of the City; and declaring an effective date.

Why stop at 60%? Wouldn't a higher funding level help the City hire more officers?

What was the justification for course equivalency to be added, and who determines what becomes eligible?

I too considered a higher rate, until I learned that the District pays their percentage for the entire fiscal year. Simply translated, they get these officers for 9 months, but they are paying for 12. I believe 60% is a fair adjustment, especially in a single budget year. I will continue to evaluate what other districts are doing.

Course Equivalency: TCOLE amended their rules, wherein they made ALERRT Level 1 a course equivalent for TCOLE course 2195. 2195 is only an 8-hour school based law enforcement course on active attack, whereas ALERRT’s Level 1 is 16-hours and requires practical application. When I testified, I requested this addition, as the official position of TPCA is that active attack management must include practicals and be taught by ALERRT certified instructors. Simple answer: TCOLE changed, so we changed, and it’s a good change.
