Item 24: Issuing $73,670,000 in Certificates of Obligation for Public Works/Utilities Enhancements

Consider approval of Resolution 2021-108R, directing publication of a notice of intention to issue certificates of obligation in the amount of approximately $73,670,000 for constructing, improving, designing, acquiring and equipping the City ’s (1) water and waste water system; (2) electric utility system; (3) streets including related drainage, sidewalks, traffic improvements and lighting, including acquisition of right-of-way; (4) municipal buildings to include HVAC improvements, roof replacements and security improvements; (5) stormwater management and flood control facilities, including acquisition of land; (6) airport; (7) public safety facilities to include police and fire improvements and technology equipment upgrades; (8) network and fiber optic infrastructure equipment; (9) recreational facilities including parks and sports fields; (10) a new public services facility, including acquisition of land; (11) parking facilities; and (12) the payment of professional services in connection therewith including legal, fiscal and engineering fees and the costs of issuing the certificates of obligation and other matters related thereto.

Seeking the list of all changes from the plan we approved last fall.
Are the items in yellow the only changes? Usually there are more than just 3. Items that went off the list since last fall for various reasons. Items that were not funded last year for whatever reason but we are ready now. I expected between one and two dozen changes.
I've exported the list in the packet to compare to last year's list but it's not easy because they aren't in the same order.

My apologies for the confusion. The highlighted projects in the files sent out last night were just the changes made to the original packet sent out earlier this week. The column FY21 Approved CIP in the pdf file reconciles to the CIP plan approved last fall for a total of $89,620,996. I will be highlighting as I go through the Power Point presentation at the Council meeting next Tuesday those items that differ from the 2021 approved CIP.

Attached is a reconciliation table of the approved CIP to the debt issuance we are requesting with the applicable column noted.
